Rodolfo I. Necesito was born in a village called Cabalitian in the town of Asingan, Pangasinan in the Philippines. He was educated in Manila, finishing a degree in journalism at the University of Santo Tomas in 1961. For a few years he taught English and Literature in high school, after which he worked for the Philippine National Red Cross (PNRC) headquarters in Manila as its public relations officer for almost ten years. In 1976, he and his wife, Estrella, immigrated to the United States, settling in San Francisco. His daughter, Abigail, followed 4 years later. Barely two years into his settlement in the US, he saw the need for a book that caters to newly arrived Filipinos. So he came up with a slim book titled "The Filipino Guide to San Francisco" in 1978. He has since retired from the City and County of San Francisco.
