Born in Bridgeport Connecticut, Phoebe grew up in the small Northern Vermont town of Bloomfield. She attended a two room school, with four grades to each room. She attended Plymouth State College in New Hampshire planning to be a teacher. However, life took a turn after marrying a young man in the Air Force and she ended up in Sacramento, California. She worked for the Federal Government for almost 20 years where she got into the early move to automate offices, learning computers and networking. When the military base she worked at was scheduled for closure, she moved to the Sacramento Superior Court and was instrumental in the development of their IT department. Now retired, she spends her days reading, writing, and volunteering with some travel thrown in for the fun of it.
