Dr. Carlton Payne is the first African American Chief of Psychology in the history of the Philadelphia Prison System. Having been promoted from the Director of Behavioral Health, he earned a Bachelor of Arts degree at La Salle University a Master of Science at Villanova University and a Ph.D. at Temple University all in psychology. He a distinguished professor at the University of Pennsylvania, the Assistant Director of Workshops for Teens, a former chair of the Association of Black Psychologists, a professor at Neumann college, Alvernia College and Camden county college, an SAT preparation instructor with the Sonny Hill basketball league, a practicum instructor for Bryn mawr College, Supervised field placement of students in various degree programs at Bryn Mawr, Spellman, Bucknell, Chestnut Hill College, Saint Joseph/s University, Philadelphia College of Osteopathic Medicine and Temple University. and a member of Delta Kappa Phi, (a national honor society for academic excellence).
He has received five commendations from the city of Philadelphia for distinction in performance of duty. He is a member of the administrative board for the Philadelphia prisons, and was recognized for outstanding professional accomplishment, proficiency, initiative, and integrity when twice chosen as the Employee of the year.
