ESCRITOR.- Nació en Cuenca-Ecuador- el 3 de Julio de 1909, hijo legítimo del Dr.Víctor Moscoso y Angela Vega Dávila. En 1925 escribió su primera obra de teatro llamada "Seño Dolorisa",comedia en dos actos que representó en su casa. En 1927 comenzó a colaborar en el Diario El Mercurio de Cuenca. Fué miembro de número de la Real Academia de la Lengua Española correspondiente a Ecuador y otros paises, Colombia, Mexico, Chile, Honduras.
