Jorge Aliaga Cacho (1951) nació en los Barrios Altos de Lima. Limeño de pura cepa. Educado en la escuela fiscal, República de Bolivia N0 405 ¨La Rectora¨. El año 1973 representó a la juventud peruana en el X Festival Mundial de la Juventud y de los Estudiantes, realizado en Berlín. Posteriormente, estudió en las universidades de Glasgow, St. Andrews y Edimburgo. JAC ha escrito ensayos para revistas y periódicos británicos. Se interesa en la política y en los quehaceres sociales del hombre. También en la ficción.
