**Sidney Earl Chernick** (06 March 1921 - 21 April 1988)

Since its inception in 1963, International Institute for Educational Planning (IIEP) has been supporting countries in their sector planning efforts and in a report for Uneseco in 1965 Sydney Chernick expressed the real problem with Parne's Material Requirements Planning (MRP) methodology they where trying to implement in Latin America and the Caribbean, as he put it:

“*The pre-conditions of the M.R.P. methodology are not everywhere present in Latin America. These pre-conditions include the anticipation of rapid growth associated with structural alterations in the economy, the existence of economic markets that function reasonably effectively, and a real commitment to take appropriate measures for securing rapid economic and social advance such as may be indicated by a general economic plan or a human resource development plan.*

*Otherwise, the M.R.P.experience is relevant and contains most of the elements necessary for a first approximation model of human resource planning in Latin America. There are some special problems in that region which will require an extension of modification of the M.R.P.approach. This necessity should not create grave difficulties,for with a concentrated effort the technical problems can be overcome*.”

This was how Sidney exposed a problem. He was a chief member of a team who were on an economic mission which also visited Trinidad and Tobago in April, May and December of 1972 for the International Bank for Recognition and Development to look into "*Employment in Trinidad and Tobago*".

This lead the economic report called *Commonwealth Caribbean: The Integration Experience*, published by The Johns Hopkins University Press in 1978. This was the first major published attempt to evaluate the impact of Caribbean integration on economical developments in the region. Even more significantly the document signaled the the kinds of aid the World Bank could offer the governments of the area.

Sidney was from Maryland, USA and spend most of his life in Chevy Chase where he married his wife Sarra in 1953 and had a family of five - Rebecca, Daniel, Naomi, Miriam and Rachel. He died on 21 April 1988 at the aged 77 and his loving wife passed more than two-decade later (14 January 2010) aged 84.
