Dr. GRIBINCEA Mihai, Political Adviser to the OSCE High Commissioner on National Minorities. He joined the HCNM's Office in April 2001 and advises the High Commissioner on political issues related to Caucasus and Baltic States. Prior to this he worked for the UN Transitional Administration in East Timor (1999-2001), and for the OSCE Mission to Georgia (1996-1997) and OSCE Mission to Croatia (1999). From 1992 to 1998, M. Gribincea was a senior Moldovan diplomat. His last position in this capacity was the head of the European Security and Military Policy Department at the Moldovan Foreign Ministry. While in the Foreign Service, he was also posted at the Moldovan Embassy in Moscow (1993-1994). M. Gribincea holds a Masters degree in international affairs (1992) and a Doctorate degree in history (1995).
