Mr. Beale H. Richardson owned a dry-goods store in Baltimore. From 1835-1836, he served as a Member of the House of Delegates from Baltimore City. In 1844, he married his second wife, Catharine. In 1849, he acquired the newspaper The Republican and Argus and became its editor. The paper was pro-labor and pro-Democratic Party. In addition to the paper, Richardson published books.

From 1854-1858 he served on the Baltimore City Board of Directors. In 1863, his newspaper was suppressed for publishing an article called "The Southern Cross" and Beale was taken into custody, along with his son and another man who were associate editors at the paper. The three men were sent south and advised not to return or they would be prosecuted as spies.
