Eugene "Skip" Berquam is a retired school superintendent, and lives in Spokane, Washington with his wife, Holly. He was first trained in Precision Teaching at the Sacajawea Project in Great Falls, Montana, while serving as an elementary principal in Montana.
In 1978 he enrolled in a doctoral program in special education at the University of Florida. He became the first director of the Orange County Schools Precision Teaching Project in 1980. As part of that project he started the first open registration national conference on Precision Teaching, held in Orlando in 1980.
Skip moved to Washington State in 1980, where he spent the next 25 years working as a school administrator. He now enjoys spending retirement with his wife, playing golf, fly fishing, and playing guitar in a classic rock band.
