ABOGADO por la Pontificia Universidad Católica del Perú(1976); Con formación complementaria en gestión directiva en ESAN, ESCUELA DE DIRECCIÓN DE LA UNIVERSIDAD DE PIURA (PAD 92) y CENTRUM-CATÓLICA, entre otras importantes instituciones. Magister en Administración Pública por el Instituto Ortega y Gasset de la Universidad Complutense de Madrid (2007).
Ha sido Profesor Universitario en los cursos de Cultura Política y Derecho Administrativo en la Universidad de Lima (1984-2005) y de Derecho de Seguros en la Universidad de Piura. Es autor de numerosos artículos, ensayos y libros en materia jurídica, humanística y empresarial, entre los que destacan sus “Elementos de Cultura Política” (texto sobre materia constitucional de nivel universitario) Ed: Universidad de Lima. 1989 ( 2 ediciones ); “Cultura Política y Constitución 1993”; Editado por el Fondo de Desarrollo Editorial de la Universidad de Lima; Lima, 1997); “Análisis y Comentarios del Anteproyecto de Ley de Contrato de Seguro”; Lima, 1999; Ed.
