Clarissa Mabel Blank was born in Allentown, Pennsylvania. She graduated from high school in 1933 and immediately started publishing the Beverly Gray series of mystery novels for girls. She had begun writing the books while still in high school, and the first, Beverly Gray, Freshman, was published in 1934, when she was just 18 years old.

She graduated from college, then worked as a typist and secretary, while continuing to publish novels. During World War II she worked as a volunteer driving visiting Army officers around locally. In 1943 she married George Moyer and changed her name to Clair Moyer, although she continued to publish as Clair Blank. She quit her secretarial job after she married so that she could write raise the couple's two sons, who were born in 1947 and 1953.

In addition to writing the Beverly Gray series, she wrote the three-volume Adventure Girls series. The Beverly Gray series was cancelled by Grosset and Dunlap in 1955. In 1960, Clair Blank was diagnosed with the cancer that caused her death in 1965, when she was 50 years old.
