Born in Dresden / Germany as the third son of Curt Fischer, Direktor of the Böhmisch-Sächsische Dampfschiffahrtsgesellschaft.
His Father died in 1920, the wealthy family lost all theit properties during war and the inflation time.
Studiing art history and library sience at the University of Leipzig from 1925-1929.
1925 - 1927 trainee at the Deutsches Museum für Buch und Schrift, Leipzig.
1927 - 1942 Leipziger Stadtbibliothek
1942 - 1945 at war
(1946) 1949 - 1968 direktor of the Landesbibliothek Oldenburg.
Head of the Fachstelle für Öffentliches Büchereiwesen, president of the Volkshochschule Oldenburg.

His most famous follower ist Prof. Dr. Paul Raabe, later on direktor of the
Herzog-August-Bibliothek Wolfenbüttel.

1936 married to Dr. Hilde Fischer, geb. Reisig, 4 sons.
Grave at the Gertrudenfriedhof, Oldenburg.
